The journal publishes original scholarly articles that critically examine public service, outreach, engagement, extension, and community based initiatives, and that contribute theoretical insight, analytical depth, and practical relevance to the development of sustainable university-community partnerships.</p> <hr /> <p><strong>Before Submission:</strong> Authors must ensure that the manuscript is prepared using the JUCE template and complies with the author guidelines. Only manuscripts that meet JUCE's standards will be considered for further review.</p> <hr /> <p> </p> Lembaga Penelitian dan Pengabdian kepada Masyarakat en-US Journal of University Community Engagement 3123-4305 https://jurnallppm.uinsa.ac.id/index.php/JUCE/article/view/114 <p><em>This article discusses a Participatory Action Research (PAR)-based community empowerment model integrating environmental management and local economic development in Kembang Village, Tlogosari District, Bondowoso Regency. The program addressed two main issues: inadequate household waste management and limited marketing of local MSME products. The study employed the PAR approach supported by Participatory Rural Appraisal (PRA) techniques, including assessment, mapping, transect, problem tree analysis, Venn diagrams, and Focus Group Discussions (FGDs). All stages involved the village government, PKK, BUMDes, MSME actors, and local communities. The results produced two priority programs: the construction of a incinerator as an appropriate technology for biomass waste management and the development of digital marketing through the BUMDes Shopee store. These initiatives enhanced community participation in environmental management, strengthened village institutions, and expanded market access for local MSME products. The program addresses challenges stemming from the producers' limited understanding of halal certification requirements, the Business Identification Number (NIB) registration process, and digital documentation procedures. The series of activities included raising awareness about the urgency of halal certification—particularly in light of the mandatory deadline in Indonesia set for October 2026—providing direct assistance with NIB registration via the OSS system, offering guidance on completing "Self-declare" documentation within the SIHALAL system, and conducting evaluations through interviews and observations. The results indicate that participating producers gained a clearer understanding of the halal certification process, successfully registered their business identities, and completed the necessary "Self-declare" documents; indeed, halal certificates were subsequently issued by BPJPH for several producers. The program also heightened producer awareness regarding product legality and market competitiveness.
